Israel import regulations

Israel has a open and transparent Importation regime. While in principle almost all products are allowed to enter Israel, for some products there are licenses requirements,the conditions and requirements for importation of goods into Israel, using the Harmonized System (product HS code) as the basis for information.
The correct classification of goods is the key to determining permits and licenses regulations and instructions.

ISRAEL STANDARDS
A standard is a document containing technical specifications that apply to a product or technical procedures for production processes, including technical definitions that fit the purpose.
Approval of Standards – Approval given to the importer stating that the goods meet the applicable standards requirements.

Import of electrical equipment into Israel requires the importer to comply with The Ministry of Economy (MOE) rules, which require compliance with national safety standard.

Safety standards for most equipment categories require compliance with conducted emission on mains, manual and labels in Hebrew, and mains cable with Israeli plug. Some product categories will require sample for inspection at SII (Standards Institute of Israel).

The second schedule of the Free Import Regulation lists products imported to Israel which require approval by the SII (Standards Institution of Israel). Tests are performed to ensure that all products meet the set standards. Products are tested before they are imported and may also be tested on arrival to ensure that the shipment indeed contains the products which were examined and approved in the previous tests.

Import Permit issued directly by MOE

Most ITE products can obtain MOE (Ministry of Economy) exemption from testing by SII. MOE grant such exemption based on product custom code for telecom equipment, computers and accessories, and some other equipment with custom codes listed by MOE. Note that Israeli custom code is similar but not identical to HS Codes. It has only 8 digits, and must be confirmed with importer. This exemption is granted to importer for 1 year only.

In order to get the import exemption, we will need the following:

1. CB certification and test reports
2. EMC test report
3.Importer’s Letter of Responsibility – must be signed by lawyer and includes the confirmation that product will be
sent to Israel with all safety labeling and instructions in Hebrew, and power cable with Israeli plug.

Import approval issued by SII (Standards Institute of Israel)

In order to get the import approval from SII, we will need the following information:

1.Sample
2.CB certification and test reports
3.EMC test report
4.local representative contact details

SII can’t issue an approval into company’s name if it’s not listed in their database, so issuing any approval in the name of a foreign company is a big issue. However they can issue the reports for local representative. The import permit covers only the sample tested by SII.

Israel MoC Radio Type Approval

Radio equipment covers any device with a radio transmitter, RFID equipment, contactless card readers, and a whole host of other products that incorporate some kind of RF transmitter.
Israel’s Ministry of Communications (MoC) issues type approval for radio terminal devices. The approval process includes review of foreign standard test reports, but MoC may require additional testing and/or inspection sample(s) of the equipment.

Israel Radio Type Approval requirements:

The Israel Ministry of Communications requires ETSI or FCC Test Reports
MoC certificate will be issued only to Israeli Local Represantative/importer.

Israel MoC wireless type approval

Wireless equipment covers any device with a radio transmitter. This includes mobile (GSM or CDMA) handsets, wireless LAN (WLAN) equipment such as Wi-Fi devices, Bluetooth devices, Zigbee devices, WiMAX devices, RFID equipment, contactless card readers, and a whole host of other products that incorporate some kind of RF transmitter.
Israel’s Ministry of Communications (MoC) issues type approval for wireless devices. The approval process includes review of foreign standard test reports, but MoC may require additional testing and/or inspection sample(s) of the equipment.

Israel Wireless Approvals requirements:

The Israel Ministry of Communications requires ETSI or FCC Test Reports
MoC certificate will be issued only to Israeli Local Represantative/importer.

Israel MOC Telecom Type Approval

The Ministry of Communications is responsible,for setting telecommunications policy and regulations.
The Ministry of Communications encompasses a wide and diversified range of activities. Its responsibilities include: formulating telecommunications regulation and policy, developing telecommunications infrastructures, supervising Bezeq and other telecommunications service providers, supervising the Postal Authority, setting and auditing postal and communications tariffs, managing the electromagnetic spectrum’ regulating and supervising cable television services and tariffs, and approving usage of telecommunications equipment in Israel.

Telecommunications equipment is communications or networking equipment with interface(s) to public network or wide area network (WAN) services. Common telecom network interfaces include T1/E1, ISDN BRI, ISDN PRI, ADSL, serial and analogue PSTN.
Equipment connected to the public network requires type approval from Israel’s Ministry of Communications (MoC). Approval can often be issued based on review of foreign standard test reports without in-country testing.
